Trick or Treat Guidelines in Hampton Roads Virginia

Wondering what ages can Trick-or-Treat and what the local rules are? Here are the Hampton Roads Trick or Treating Guidelines with links to the full policies (or where they – or any adjustments – will likely be posted closer to Halloween).

Chesapeake Trick-or-Treating for kids up to age 14, from 6pm until 8pm.

  • Chesapeake Police staff will focus on making sure the evening is safe for everyone, not actively seeking out violations of the time or age limits. For example, a 15 year old safely trick or treating with a younger sibling is not going to have any issues. That same child taking pumpkins from porches and smashing them in the street more likely will. The City’s trick-or-treat ordinance was updated in 2019 when City Council voted to remove the (never before used) penalty of jail time and to raise the age limit to 14, making it one of the least restrictive ordinances in all of Hampton Roads.

Hampton Trick-or-Treating for ages 12 and younger from dusk until 8pm.

Newport News – Trick-or-Treating for ages 12 and under, no later than 8pm. Accompanying adults may not wear masks.

Norfolk – Trick-or-Treating for ages 12 and under. Trick-or-Treaters must be off the street by 8pm. Check for updated media release here.

Poquoson – Trick-or-Treating for ages 12 and under from 6pm to 8pm. 

Portsmouth Trick-or-Treating for ages 12 and under, no later than 8pm.

Suffolk Trick-or-Treating for ages 12 and under until 8pm. Check for updated media release here.

Virginia Beach Trick-or-Treat begins at dusk and ends at 8pm. for children 12 years of age and younger. Check for updated media release here.

Williamsburg Trick-or-Treat for ages 12 and under from 6-8pm.

York County Trick-or-Treating will end at 8pm. Children age 12 or younger may trick-or-treat and should be accompanied by an adult.
